The teenagers who formed the gangs way back when weren't stupid. Instead of having one leader for each of the gangs, they set up their own version of republics. The seats of power go like this...
Leader The head honcho. Everything is passed by this person before anything is decided. To lose this spot of power, one can back out, be impeached, or at the worst, be killed. To gain this seat of power, the previous leader can personally choose you, you can be voted in by fellow members, or you can take the unglamorous route and kill your leader. The last way can only be achieved by someone in the same gang (not the rival one) that has less power than one of the higher-ups.
Vice The Leader's right-hand man. The only way to get this position is if the Leader themselves chooses you. But you can also be voted out of your position or the Leader can choose another Vice. The Vice is the one who reports to and advises the Leader and will also temporarily take over if the Leader is found incapable of doing their job.
Senior Seniors are the important guys. At any time, there are always less than fifteen of these people. They are normally very important to the Leader or Vice or have special abilities in fighting, information gathering and the like. They report to the Vice, and very few ever speak to the Leader personally.
Higher-up These are normally the kids who aren't quite ready to be a Senior but are more skilled than the rest of the gang. They report directly to the Seniors or, will permission, to the Vice. There are normally less than twenty of these people.
Normals The most important part of the gang. The followers. They report to the Higher-ups and Seniors. Everyone starts out at this level. Everyone at this level must be voted to a higher position.
Bullets
The tough guys. More violent and ruthless than the other gangs. The leader here has no problem killing a subordinate for not following an order. Everyone in this gang has to watch each other to make sure they aren't turned on. Regardless, this gang has the most fighting power.

Cables
The tricksters. Though they are just below the Bullets in raw strength, they make up for it in cunning and unity. Most members in this gang are the thinkers, they prefer to keep fighting to a minimum by thinking out their next moves. This thinking requires planning, which requires teamwork. Because of this teamwork, the Cables are very tight-knit.

The nobodies. This entire gang is made up of members who chose not to be in either of the other gangs. A rag-tag group that relies on everyone in the group to keep it strong. These guys in general are just below the Cables in strength but they are even more unified. Members can count on each other and all use their own talents to get something done.
